Maurine Paynter is a rare kind of executive — one who is equally at home in a boardroom shaping long-range strategy and on the floor diagnosing a production bottleneck. With more than 15 years of experience leading operations across the semiconductor industry, higher education, and growth-oriented businesses, she has built a reputation for turning complexity into clarity and ambition into results.
As Chief Operating Officer of Southwest Quartz, Maurine leads the entire operational enterprise — production, quality, financial planning, and workforce strategy — for a capital-intensive, regulated business in the semiconductor space. Over the course of a decade there, she has scaled capacity, improved throughput, and architected the systems and governance structures that allow a growing company to perform with precision and consistency. She owns the P&L, drives budgeting and forecasting, and is a strategic partner to executive leadership on capital investments and long-range roadmaps.
Her approach is data-driven but deeply human. A Six Sigma Black Belt, she brings rigorous methodology to process improvement — identifying inefficiencies, eliminating waste, and designing better ways of working — while never losing sight of the people behind the work. She has recruited, developed, and mentored leadership teams across functions, building cultures where accountability and growth go hand in hand. Reducing turnover by 75% at Texas State University wasn't luck — it was the result of a leadership philosophy she has carried forward ever since: when people thrive, operations thrive.
What sets Maurine apart is her instinct for the intersection of operational discipline and business opportunity. She doesn't just optimize what exists — she envisions what's possible, then builds the infrastructure to get there. That includes introducing AI-driven automation to modernize workflows, applying Lean principles to eliminate friction, and ensuring that every ambitious business plan has an equally ambitious operating model behind it.
Outside of Southwest Quartz, she leads Desert Sights Consulting, bringing this same expertise to other organizations as a trusted advisor and strategic partner. She also serves as Founder and President of Northshore Women in Business — a nonprofit she created to champion community, connection, and opportunity for women building careers and companies in the Northshore area.
