About Maurine

Where strategy
meets execution

"Good operations are invisible. Great operations are transformative."

Maurine Paynter is a rare kind of executive — one who is equally at home in a boardroom shaping long-range strategy and on the floor diagnosing a production bottleneck. With more than 15 years of experience leading operations across the semiconductor industry, higher education, and growth-oriented businesses, she has built a reputation for turning complexity into clarity and ambition into results.

As Chief Operating Officer of Southwest Quartz, Maurine leads the entire operational enterprise — production, quality, financial planning, and workforce strategy — for a capital-intensive, regulated business in the semiconductor space. Over the course of a decade there, she has scaled capacity, improved throughput, and architected the systems and governance structures that allow a growing company to perform with precision and consistency. She owns the P&L, drives budgeting and forecasting, and is a strategic partner to executive leadership on capital investments and long-range roadmaps.

Her approach is data-driven but deeply human. A Six Sigma Black Belt, she brings rigorous methodology to process improvement — identifying inefficiencies, eliminating waste, and designing better ways of working — while never losing sight of the people behind the work. She has recruited, developed, and mentored leadership teams across functions, building cultures where accountability and growth go hand in hand. Reducing turnover by 75% at Texas State University wasn't luck — it was the result of a leadership philosophy she has carried forward ever since: when people thrive, operations thrive.

What sets Maurine apart is her instinct for the intersection of operational discipline and business opportunity. She doesn't just optimize what exists — she envisions what's possible, then builds the infrastructure to get there. That includes introducing AI-driven automation to modernize workflows, applying Lean principles to eliminate friction, and ensuring that every ambitious business plan has an equally ambitious operating model behind it.

Outside of Southwest Quartz, she leads Desert Sights Consulting, bringing this same expertise to other organizations as a trusted advisor and strategic partner. She also serves as Founder and President of Northshore Women in Business — a nonprofit she created to champion community, connection, and opportunity for women building careers and companies in the Northshore area.

How I Lead

Operations done right doesn't just keep the lights on — it becomes the engine that makes everything else possible.
01
Build for scale, not just today
Every system, process, and team structure I design is built with growth in mind. If it can't scale, it's a short-term fix — and I don't believe in short-term fixes.
02
Clarity is the highest form of leadership
Ambiguity is where performance goes to die. I set clear expectations, define sharp accountability, and ensure every team member sees how their work connects to the mission.
03
Data informs. Judgment decides.
I'm a Black Belt for a reason — I trust the numbers. But data tells you what happened. Experience and judgment tell you what to do about it.
04
People are the operating system
Processes and technology are tools. People are what make them work. Investing in your team's development and clarity is the highest-return operational decision you can make.

Experience

A career built
on doing

Fifteen-plus years of building, scaling, and transforming operations — from the semiconductor industry to higher education to retail. Each chapter has shaped a leader who knows that great strategy means nothing without the operational foundation to deliver it.

2015 — Present
Southwest Quartz
Georgetown, TX · Semiconductor
Chief Operating Officer
This is where Maurine's leadership reached its full expression. Over a decade at Southwest Quartz, she grew from Quality and Operations Manager into the COO responsible for the entire enterprise — production, quality, financial planning, and workforce strategy for a multi-million-dollar semiconductor business. She owns the P&L, drives budgeting and forecasting, and sets the operational standards that a highly regulated, capital-intensive business demands. Under her leadership, the organization has scaled capacity, improved throughput, and built the governance structures that have transformed its operational maturity. She leads enterprise-wide Lean and Six Sigma initiatives, maintains ISO-aligned compliance frameworks, and has introduced AI-driven automation that modernizes workflows and frees teams to focus on higher-value work. She is also a strategic partner to executive leadership on capital investments and long-range planning — the person in the room who ensures every ambitious plan has an equally ambitious operating model behind it.
2011 — 2015
Southwest Quartz
Georgetown, TX
Quality & Operations Manager
Before becoming COO, Maurine built the quality and operational infrastructure from the ground up. She oversaw daily operations with ISO 9001 and Six Sigma as her north stars — implementing lean manufacturing systems, validating processes, and developing the quality control frameworks that still underpin Southwest Quartz's standards today. She also contributed directly to financial operations, supporting budget preparation and tracking expenditures against targets.
2008 — 2011
Texas State University
San Marcos, TX
Operations Manager
Maurine learned one of her most enduring leadership lessons here: people are everything. Managing 75+ employees across large-scale service operations, she built the kind of culture that reduced turnover by 75% — not through policy, but through genuine investment in her team. She developed quality policies, standardized service processes, and was recognized for leadership excellence and talent development. This chapter planted the seeds of a philosophy that has never changed: when people thrive, operations thrive.
2007 — 2008
Sam's Club
San Marcos, TX
Operations & Customer Experience Manager
A high-volume retail environment is a masterclass in operational pressure — and Maurine excelled at it. She led front-end operations, optimized workflows to eliminate bottlenecks during peak hours, and drove initiatives that contributed to exceeding opening-year sales targets. An early demonstration of what would become a career-long pattern: show up, execute, outperform.
